The Quakers of the American Friends Service Committee planned a “symbolic” civil disobedience protest on the railway tracks for Saturday, April 29, 1978.  Shortly after the protesters gathered on the railway side of the barbed-wire fence, Daniel Ellsberg asked everyone to sit on the ground.  He asked if anyone might “just consider” joining him in making the symbolic protest a “real” protest with “real” arrests.  About 30 people raised their hands.  Within a few minutes it began to rain a heavy, cold, relentless sleet.  This is The Plastic Tent which those who chose to remain on the tracks put up in the middle of literally howling gales.  The next morning, Sunday, April 30, 1978, this tent became the home of The First Affinity Group of the Rocky Flats Truth Force.  From this spot the protesters announced that they would not leave the tracks unless by arrest.
